I got the ice piece to the top left corner but it won't let me shoot it.

move around to the top left corner to get the ice piece and then go all the way up and off the screen and it will drag the ice block up with it and then come back on screen and shoot up and then a blueish white glowing circle appears with something coming out of it. its awesome.

great level!
